Submittal of Plans

Stakeholders Meeting

  • Should include at a minimum RWCD, HEC Engineering and Principles of the development and should outline the major points of the project.

Engineering Design Review

  • This period should a) define the impact to RWCD Facilities, b) provide for the correct design and replacement of such facilities, and c) culminate in an engineering plan approved by both RWCD and HEC Engineering
  • It should be noted approval of the final plat by RWCD shall be withheld until the bond for the project has been posted. Please see the following for clarification.

Pre-Construction

  • Once the engineering plans have been approved by HEC Engineering, a bond shall be posted by the principle of the Development in an amount equal to the actual cost of improvements. Once the bondamount has been approved and proof of issuance received by RWCD, the development plans will be given official approval by RWCD.
  • The bond shall be made payable to RWCD with a completion date not to exceed 6 months from the date of plan approval by RWCD.
  • Other financial instruments may be substituted as approved by RWCD, e.g. Letter of Credit.

Construction of Facilities

New System Alignment

  • The general contractor (or other appropriate entity) shall contact RWCD at least 15 business days prior to commencement of construction to verify project details and obtain a written Notice to Proceed.
  • The general contractor shall provide to RWCD the following information prior to issuance of a Notice to Proceed,
    1. Project start date
    2. Project completion date
    3. Project responsible party and information
    4. 24-Hour contact information
    5. Dry-up request information (for system tie-in)
    6. Inspection schedule
        • Failure to obtain a Notice to Proceed prior to construction shall result in monetary penalties for damages applied to the $25,000.00 security deposit.
        • Authorization to start construction shall be granted by written Notice to Proceed only and restricted to the information contained in such notice, unless otherwise noted by written confirmation from RWCD.
        • Once written approval for the system dry-up has been issued by RWCD, the Developer will be required to complete all work needed within this timeframe. Any failure to complete the system improvements within the time allotted will result in a $ 500.00 per day penalty until such time as the construction has been completed and accepted by RWCD.

        Same System Alignment

        • NO SAME SYSTEM ALIGNMENT CONSTRUCTION SHALL BE AUTHORIZED DURING ANY PERIOD OTHER THAN RWCD’S ANNUAL DRY-UP UNLESS GRANTED BY THE EXPRESS WRITTEN CONSENT OF THE GENERAL MANAGER.
        • All other construction process requirements apply.

        Acceptance of Construction by RWCD

        • Once RWCD and HEC Engineering have performed their final inspection, the general contractor or other appropriate entity shall provide to RWCD and HEC Engineering an electronic copy of the project as-builts.
        • Once as-builts have been received for the project, final acceptance shall be granted by RWCD in written form along with a refund check of any remaining funds associated with the security deposit.
